Central Neighborhood Association Quarterly Meeting February 22, 2024 Call to Order at 6:03 PM Head count 35 people. Introduced CNA officers Megan Brown and Darlene Germaine Chris Deyo is substituting to take minutes. Susan Odgers has stepped down as Vice President due to health and personal issues. Darlene Germaine has agreed to take on the role of Interim Vice President. She lives on W 11th St, attended Central HS and Ferris State. She is currently a retired attorney. Darlene and John have 2 daughters. Motion to ratify Dalene Germaine as interim Vice President. Motion: Fred Nelson Second: Mike Jackson Motion: passed Minutes are available on line. Annual Dues are $5 per person, due in May City Fire Report: Chief Tuller •City Fire has a successful millage to support Primary Transport Services. •City Management team assembled to help out, hired 3 new firefighters to make up staffing shortages since 2012. 6 new applicants on file and 2 recent losses. •Watch out for ice on sidewalks and streets. •No burning leaves in the city. •Welfare checks in community are done on call requests. •3400 calls in town last year. •Budget is in development. •First Blue Angels meeting has taken place and in planning for Cherry Festival. •MDOT project begins March 10th between Front St and Garfield. •Fire Department is preparing for detours in delivering services. •Feel free to contact the chief at the station for questions. City Police Report: Chief Richmond •Captain Gillis will retire March 1st. •Transition of command staff is in progress. More promotions are in the works. •33% of department can retire within next 5 ½ years. Becoming a newer department with new ideas and innovations. •4 vacancies currently. 2 recruits were sponsored last fall, one resigned. •28 current officers. •In the reaccreditation process for 112 standards of policies and best practices. On track for June completion. •Neighborhoods may be impacted by construction on Grandview Parkway. •Call central dispatch if situations arise that need intervention. •Safe Harbor are at or near capacity every night. oOver 10,000 check-ins so far this season. oThere are current residents in the Pines. oMOU is to keep discussions open. oTalking about what can be done to solutions for the homeless issue throughout the community. oRegional issue experienced throughout the city. oEmail or call for concerns or assistance on issues. oThere is a dumpster on the North side of 11th St. oA small portion of the population that causes problems for the entire community. oWe are not enforcing no camping south of 11th. Legal advice requires one location to remain open. Other locations are closed to camping. oOfficers go into the Pines daily. 196 calls last year. oTree trimming was for safety, created more visibility, has not changed what was occurring there. oRecent clean-up was done by the Commons near the Power Plant. oPorta Potties that were in place were destroyed and the companies will no longer service. oReplica fire arm has been observed, legally there is no way to remove a fire arm. Police have responded and advised the individual. What is training for school incidents? •Trained with Emergency Management with ICS system. •Operational plans are in place and include the Fire Department. •Trainings are held throughout the year. 50 local Fire, EMS, Police will participate in training in TC this summer. Military funeral honorary firings at the funeral home have been disconcerting to students at Central Grade. Communication with funeral home should be made. Projects completed in 2018 Bond Bond Highlights •Maintain current 3.1 mills •Same bond millage rate for the last 26 years •40% lower than state average bond millage of 5.4 mills •Responsible management of $400 million in assets Major Proposed Projects •Elementary Renovation/Reconstruction (Central Grade) 550 current students •Maintain original high school and Lars Hockstad and upgrade to a 21st century facility •Safety and Security Improvements •Facility Improvements District Wide •Technology Upgrades •Bus Replacements Election date August 6, 2024 - $180 million 1.How will the Glen Loomis building be used in the future? 2024-2025 -- temporary Administration Building 2025-2026 -- temporary Central Grade School during construction 2026 and beyond – Administration Building 2.What is the plan for Central Grade School? a.Community input revolves around keeping the original high school and Lars Hockstad auditorium with upgrades for a 21st century facility that meets the needs of all students. 3.A suggestion for noise abatement on 8th street to shield residents from playground noise. 4.Will there be tours of Central Grade prior to community engagement on Central Grade renovation. a.Tours of Central Grade can’t be done due to asbestos on the 3rd floor a video will be posted. 5.Community planning won’t begin until bond has passed. Bones of building are in good shape, needs new plumbing and electrical. 6.Former softball field is currently going to be green space. Contact office to set up a presentation to any community group on the bond issue. Early voting all week. Election on Tuesday. CNA Book Club Meeting Tuesday, March 5th 6:30 pm at The Blue Tractor Book: A Gentleman in Moscow by Amor Towles Fred Bimber made an informational comment about the upcoming DDA TIF renewal. If the city commission votes to extend TIF in April it will require a ballot petition to place a referendum on the issue on the ballot in the fall of 2024.
