Quarterly Meeting

May 7, 2025

 

 

Call to Order at 6:00 pm

Approximately 50 CNA residents in attendance.

 

City Manager Liz Vogel and Chief Matt Richmond provided an update on the Pines & Safe Harbor

On Monday the city commission unanimously approved a year-round operation of Safe Harbor. Today, May 7, 2025, the no camping ordinance was enforced in the Pines. It was an Incredible collaboration between all stakeholders. Fourteen individuals that remained were safely sent to new housing in a variety of arrangements. Compliments to all law enforcement agencies involved. No citations or arrests were made and there were no protests. Evacuation began at 7:10 and the Pines was clear at 9:40. Now the real work starts to secure housing through the housing task force.

 

The street team is already on site to evaluate for tree planting and improvement to the area as a park.

 

Since the area was vacated the city was able to use large equipment for clean-up efforts.

Another 130 yards of waste were removed this morning. Zero tolerance will be enforced in the Pines through the city attorney and county prosecutor. First is a warning, then a citation and finally arrest for people who attempt to camp in any city park. Storage was offered for treasured possessions. More work remains to find permanent housing for residents in need. Monday Pines residents helped clean up their spaces, on Wednesday no resident assistance was allowed.

 

Police presence via a safety plan will be in place in the area around Safe Harbor.

North Boardman Community Policing Officer will be patrolling the area including the library.

The school resource officer will be on bike patrol starting this summer.

 

Minutes have been distributed through our group email and are posted on our website.

Finance Report by Treasurer, Marilyn Vlach: Beginning balance $1136.42,

income $699, expenses $732.31, ending balance $1103.11.

CNA’s fiscal year begins in May and dues of $10 per resident were collected from many in attendance.

Options for paying dues

Motion to approve the financial statement made by Al Bonney, seconded by Joanie Jackson        

Motion approved.

 

Porch Fest Update:  September 14th,1-5 pm  Nineteen groups are already signed up.

TC Porchfest.org to offer porch or enter musicians.

Megan Alexander: Carters Compost Explained options for service

Their goal is to get food waste out of the landfill and back in the Earth.

Options for service

Curbside every week for $24 a month

Every other week for $12 a month.

Downtown drop-off in lot B (Pay as you Throw $4)

Create a neighborhood hub of 5-10 households at $12 a month, the hub host is free.

Every member gets compost back 2 times a year.

Composing locations are at Grand Traverse Commons, The Children’s’ Garden or City Composter.

Another avenue to provide support to TCAPs students in need is through the TCAPS Student Support Network.

 

Adriennne Rossi:  Extends her compliments to committee that is working on the Central Grade renovations. She referenced good information through the Traverse City Record Eagle article.

She also wanted to thank you for speaking out about the R2 zoning proposal. No changes to the R2 zoning are planned currently. Adrienne shared a hand-out that highlights the social benefits of homeownership and stable housing. She also provided her current update on the status of future density changes and a belief in requiring owner occupancy as a positive change.

 

There is active discussion on placing limits on short term rentals defined as 30 days or less.

 

Mitch Treadwell: Planning and City Commissioner shared that a resolution has been passed to have no short-term rentals in R1 zones. Currently no caps have been placed on commercial zones. At the June 3rd planning commission meeting at 6pm there is a proposal to look at the Old Town district. It is currently zoned C1 and C2. A proposal to change to C4 which is the same as downtown will be discussed. In C4 the store front must be a restaurant or commercial enterprise, not offices or short-term rentals. An empty lot on Union between 7th & 8th has a proposal for a 4-story building. Currently above 30 ft the top floor must be residential.

 

Nomination packets for Mayor and 3 City Commissioner terms are available at the Governmental Center for the November Election. The filing deadline is July 22nd.
